Outlining priority strategic and key service actions for the next four financial years, the Four-Year Delivery Plan provides a road map for the Council to work towards delivering on the Community Vision and strategic goals as outlined in the City of Launceston's Shaping Futures: Strategic Plan 2025-2035.

Operational planning processes to form our program of actions over the coming four-year period are carried out yearly by the City of Launceston's CEO, Senior and Executive Leaders, and elected members. This process of selecting these actions for the four upcoming financial years takes into consideration the key services delivered by Council, strategic goals of the Council, resources required, existing Council commitments, and emerging needs of our community.

The Annual Plan, prepared in accordance with section 71 of the Local Government Act 1993 (Tas), is an important part of the City of Launceston's planning process, acting as our short-term delivery plan.
Directly informed by our Four-Year Delivery Plan, the Annual Plan supports delivery of our long-term strategic goals, as determined by our elected members, enabling us to achieve key objectives in our overarching Strategic Plan.

Our budget is an estimate of the total money we plan on receiving and spending in the next financial year and it is required under the Local Government Act. It is designed to act as a plan as to what we can afford to do based on the amount of money we think we'll receive during the year. Just like a household budget, there will always be costs (our income) that we didn't expect, but this plan lets us measure how we are going financially through the year.

Rates are calculated during the annual budgeting process, by calculating the amount of expenditure required to deliver the services and initiatives planned for the year by council. Once the amount of expenditure is known the amount of income required from rates to fund these activities is calculated and a detailed modelling exercise is undertaken to calculate the way to best spread this figure across all of the properties within the municipality. Different stages of this process are discussed with the elected councillors who receive a recommendation to adopt or formally set the rates.

The Annual Plan and the Budget work together to support the delivery of the Councils annual works program. Throughout the annual planning cycle, council officers identify the projects that will form part of the annual plan, along with the projected cost of these activities. These are then included in the proposed budget and discussed with councillors who ultimately decide if all proposed projects are included or not.

While the majority of the costs in the proposed budget are fixed and cannot be amended, all feedback submissions received are presented to the councillors who will decide if changes need to be made before the final version is presented to them for adoption in June.

Any member of the public can provide feedback or a written submission to the Council on the Annual Plan or Budget.

Your feedback will be presented to Councillors for consideration. It is planned that the final Budget, Annual Plan and Four-Year Delivery Plan will go to the Council for approval in June 2026, to come into effect from 1 July 2026.
